ARIZONA LEGISLATIVE DISTRICT 9 REPUBLICANS ANNOUNCES
FORMAL CENSURE OF MESA DISTRICT 2 CITY COUNCILMEMBER JULIE
SPILSBURY
Mesa, AZ, AUGUST, 28, 2025 – Republicans of Arizona Legislative District 9 today
announced the formal censure of Recalled Mesa District 2 Councilwoman Julie Spilsbury
for using her non-partisan City Council position to advance her private interests.
Details of the Censure
The censure motion, approved unanimously by the Precinct Committeemen of
Legislative District 9, cites the following violations:
Recalled Councilwoman Julie Spilsbury has allowed the use of her image, her voter
registration and position as Councilwoman, District 2 of Mesa to openly campaign on
behalf of multiple Democrats.
Recalled Councilwoman Julie Spilsbury voted for a non-discrimination order that allows
men in women’s private spaces, and potentially penalizes business owners, forcing them
to disregard or contradict their religious convictions and compromise their religious
freedom and rights or be fined due to the ordinance.
Recalled Councilwoman Julie Spilsbury has benefited from her endorsements and
publicly announced the offer of support and assistance in the current recall election
including Democrat Senator Ruben Gallego, the Democrat CD4 Representative, Greg
Stanton and the Democrat Secretary of State, Adrian Fontes.

Full text of censure as follows
WHEREAS, the mission of the Republican Party in Legislative District 9 is to recruit,
train, and elect Republicans who support the United States Constitution, the Arizona
Constitution, and the Republican Party Platform and to hold those elected accountable to
the United States Constitution, the Arizona Constitution, and the Republican Party
Platform;
WHEREAS, Councilwoman Julie Spilsbury is a registered Republican in the City of
Mesa;
WHEREAS, the Democrat Party is the party of rising inflation; increasing personal
income taxes; promoting socialism in the community; preventing integrity in our
elections; uncontrolled illegal immigration; taking guns away from law-abiding citizens;
defunding police; legalizing abortion up to birth; defunding school choice options; and
promoting Critical Race Theory, hyper sexualized curriculum, and gender dysphoria in
schools;
WHEREAS, Councilwoman Julie Spilsbury endorsed the Democrat candidate for
President of the United States, and the Democrat candidate for the U.S. Senate in the
November 5, 2024, general election;
WHEREAS, Councilwoman Julie Spilsbury is allowing the use of her image, her voter
registration, and her position as City Councilwoman of Mesa to openly campaign on
behalf of Democrats and is speaking at Democrat LD meetings but not Republican LD
meetings; and voted for non-discrimination order which would allow men in women’s
bathrooms.
THEREFORE, BE IT RESOLVED, that the Republican Committee of Legislative
District 9 hereby formally censures Councilwoman Julie Spilsbury and shall immediately
cease support of her as a member of the Republican Party because of her support for the
Democrat Party while representing Mesa.
BE IT FURTHER RESOLVED, that the Republican Committee of Legislative District 9
calls on Republican voters in Mesa to heed this vote of no confidence, cease recognition
of Councilwoman Julie Spilsbury as a Republican in good standing, and cease support for
Julie Spilsbury in any elected or appointed capacity or future election for any prospective
office.
