LD 19 Chair Sues Pima County Republican Party Chair Over Setting up New Subcommittee

Louis Gasper, chair of Republican Legislative District (LD) 19 in southern Arizona, filed a lawsuit recently against Pima County Republican Chair Kathleen Winn over a dispute regarding her formation of a subcommittee. Winn filed a Motion to Dismiss in response, alleging that the lawsuit was defective in several ways.

Gasper said in his complaint that Winn could not set up the subcommittee, citing a settlement agreement in a similar lawsuit signed by the previous Pima County Republican (PRC) Chair Shelly Kais, which agreed not to set up the subcommittee. Winn’s new subcommittee selected State Committeepersons, which Gasper alleged could only be selected by the actual LD 19. 

Gasper asserted, “The LD19 Pima Subcommittee usurps the proper functions of the District 19 RPC [Republican Party Committee], by purporting to elect State Committeemen and by electing representatives who have no authority to act on behalf of the District 19 RPC. The duly-elected officers of District 19 RPC are the only persons competent to act on behalf of District 19 RPC.”

Winn responded in her Motion to Dismiss, “This case involves nothing more than Plaintiff, a disgruntled Republican legislative district committee chairman, who is upset about an internal party election that occurred nearly four months ago, and merely produced a subcommittee of the Pima County Republican Party Committee that he thinks encroaches on his political turf.”
